Wrong Size
There's nothing wrong with this filter ... if it was the right size. I found my vacuum, ordered bag replacements. Good. Exhaust filters. Good. Motor safety filters. Not good. They're about 1/2 the size and thickness of what's in the vacuum, so they won't work. The Sears parts database needs a fix.
